Summary
This position is located in the Office of the Director (OD), at the National Institute of Nursing Research (NINR), part of NIH, the federal government's primary biomedical research agency. NINR leads nursing research to solve pressing health challenges and inform practice and policy, optimizing health for all. It includes four divisions and the Office of the Director, where the Immediate Office provides leadership, coordination, and policy support for research programs.
Duties
Help
• Provides senior level advice and consultation to the Director in collaborating and assisting in the planning, development, implementation, and integration of NINR programs and policies.
• Works closely with the NINR scientific, management, and administrative staff in carrying out the duties and responsibilities of the Institute.
• Works closely with the Director to develop strategic planning goals and objectives for the senior managers and staff of the Institute, and develops criteria and procedures for the review of scientific initiatives and resource allocation.
• Provides senior advice on organizational, staff, and budget requirements for NINR to accomplish the Institute's mission in accordance with the policies and program priorities of the Director and NINR.
• Designs strategies for effective communication about management issues, resource allocation, and similar issues to inform Institute leadership team members.
• Develops strategies to achieve efficiencies and savings in the operating budget related to both scientific grant and contract initiatives as well as administrative operations, including support contracts and travel budgets as an example.
• Develops reports, both internal and for partners and stakeholders, primarily focused on external audiences, related to how NINR initiatives respond to key scientific priority areas.
• Oversees Institute-wide all-staff and town hall meetings and coordinates Institute events (e.g., Division open
houses).

Qualifications
In order to qualify for a Chief of Staff, GS-0601-15 position you must meet the following requirements:
Minimum Requirement: You must have successfully completed a full 4 year course of study in an accredited college or university leading to a Bachelor's degree or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.
Additional Requirements: In order to qualify for a Chief of Staff, GS-0601 position at the GS -15 level, you must demonstrate in your resume at least one 1 year of specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Implementing strategies related to financial savings, management issues, and resource allocation to a research organization; tracking and analyzing budget expenditures for research programs; setting agendas for weekly senior staff meetings, and developing policies and procedures related to project planning and funding requests; and providing guidance on differences in strategic direction, policy interpretations, and other conflicting and precedent-setting issues.
